Why does the Vault hold Caps first?
Vault-Tec security protocols require treasure to be secured in central storage during verification. The Wasteland must confirm your discovery is legitimate (~100 confirmations). Once verified, 99.5% of your hard-earned Caps are transferred directly to your Pip-Boy. Remember: A secure Dweller is a wealthy Dweller!
